Letter 26: Instruction Given to one of his officers

whom he sent for the collection of zakat and charities

آمَرَهُ بِتَقْوَى اللهِ فِي سَرَائِرِ أُمُورِهِ وَخَفِيَّاتِ أَعْمَالِهِ،

He (Amir al-mu'minin) ordered him to fear Allah in his secret matters and hidden actions,

حَيْثُ لاَ شَهِيدَ غَيْرُهُ،

where there is no witness except He

وَلاَ وَكِيلَ دُونَهُ.

and no one watches save He.

وَآمَرَهُ أَلاَّ يَعْمَلَ بَشَيْء مِنْ طَاعَةِ اللهِ

He also orders him that whatever he does in obedience to Allah

فِيما ظَهَرَ فَيُخَالِفَ إِلَى غَيْرِهِ فِيَما أَسَرَّ،

openly should not be different from what he does secretly.

وَمَنْ لَمْ يَخْتَلِفْ سِرُّهُ عَلاَنِيَتُهُ،

He whose hidden position is not different from his open position,

وَفِعْلُهُ وَمَقَالَتُهُ،

and whose action is not different from his words,

فَقَدْ أَدّى الاْمَانَةَ،

has discharged his obligation

وَأَخْلَصَ الْعِبَادَةَ.

and his worship is pure.

وَآمَرَهُ أَلاَّ يَجْبَهَهُمْ،

He also ordered him that he should not harass them,

وَلاَ يَعْضَهَهُمْ،

should not be harsh on them

وَلاَ يَرْغَبَ عَنْهُمْ تَفَضُّلاً بِالاْمَارَةِ عَلَيْهِمْ،

and should not turn away from them because of superiority of official position over them,

فَإِنَّهُمُ الاْخْوَانُ فِي الدِّينِ،

because they are brethren in faith

وَالاْعْوَانُ عَلَى اسْتِخْرَاجِ الْحُقُوقِ.

and help in the recovery of levies.

وَإِنَّ لَكَ في هذِهِ الصَّدَقَةِ نَصِيباً مَفْرُوضاً،

Certainly, you have a fixed share

وَحَقّاً مَعْلُوماً،

and a known right in this levy,

وَشُرَكَاءَ أَهْلَ مَسْكَنَة،

and there are other sharers who are poor,

وَضَعَفَاءَ ذَوِي فَاقَة،

weak and starving.

إِنَّا مُوَفُّوكَ حَقَّكَ،

We shall discharge your rights.

فَوَفِّهِمْ حُقُوقَهُمْ،

So, you should discharge their rights.

وَإِلاَّ تَفْعَلْ فَإِنَّكَ مِنْ أَكْثَرِ النَّاسِ خُصُوماً يَوْمَ الْقِيَامَةِ،

If you do not do so you will have the largest number of enemies on the Day of Judgement.

وَبُؤْساً لِمَنْ خَصْمُهُ عِنْدَ اللهِ الْفُقَرَاءُ

How wretched is the man whose enemies in the view of Allah are the needy,

وَالْمَسَاكِينُ

the destitute,

وَالسَّائِلُونَ

the beggars,

وَالْمَدْفُوعُونَ

the turned away,

وَالْغَارِمُ

the indebted

وَابْنُ السَّبِيلِ!

and (penniless) travellers.

وَمَنِ اسْتَهَانَ بِالاْمَانَةِ،

He who treats the trust lightly

وَرَتَعَ فِي الْخِيَانَةِ،

and indulges in treachery

وَلَمْ يُنَزِّهَ نَفْسَهُ وَدِينَهُ عَنْهَا،

and does not keep himself and his faith untarnished by it

فَقَدْ أَحَلَّ بِنَفْسِهِ فِي الدُّنْيَا الْخِزْيَ،

has certainly secured humiliation in this world,

وَهُوَ فِي الاْخِرَةِ أَذَلُّ وَأَخْزَى.

and his humiliation and disgrace in the next world will be greater.

وَإِنَّ أَعْظَمَ الْخِيَانَةِ خِيَانَةُ الاْمَّةِ،

Surely, the greatest treachery is the treachery against the Muslim community,

وَأَفْظَعَ الْغِشِّ غِشُّ الاْئِمَّةِ،

and the ugliest deceit is the deceit towards the Muslim leaders;

وَالسَّلاَم.

and that is an end to the matter.
