أَمَّا بَعْدُ،
So now,
فَإِنَّ مَنْ لَمْ يَحْذَرْ مَا هُوَ صَائرُ إِلَيْهِ
he who does not fear where he is going,
لَمْ يُقَدِّمْ لِنَفْسِهِ مَا يُحْرِزُهَا.
does not send forward for himself that which could protect him.
وَاعْلَمُوا أَنَّ مَا كُلِّفْتُمْ يَسِيرٌ،
You should know that the obligations laid on you are few,
وَأَنَّ ثَوَابَهُ كَثِيرٌ،
while their reward is much.
وَلَوْ لَمْ يَكُنْ فِيَما نَهَى اللهُ عَنْهُ مِنَ الْبَغْيِ وَالْعُدْوَانِ
Even if there had been no fear of punishment for revolt and disobedience, which Allah has prohibited,
عِقَابٌ يُخَافُ لَكَانَ فِي ثَوَابِ اجْتِنَابِهِ مَا لاَ عُذْرَ فِي تَرْكِ طَلَبِهِ.
the reward in keeping aloof from it would be enough (incentive) to abstain from going after it.
فَأَنْصِفُوا النَّاسَ مِنْ أَنْفُسِكُمْ،
Behave yourselves justly with the people
وَاصْبِرُوا لِحَوَائِجِهِمْ،
and act with endurance with regard to their needs,
فَإِنَّكُمْ خُزَّانُ الرَّعِيَّةِ،
because you are the treasurers of the people,
وَوُكَلاَءُ الاْمَّةِ،
representatives of the community
وَسُفَرَاءُ الاْئِمَّةِ.
and the ambassadors of the Imams.
وَلاَ تَحْسِمُوا أَحَداً عَنْ حَاجَتِهِ،
Do not deprive anyone of his needs
وَلاَتَحْبِسُوهُ عَنْ طَلِبَتِهِ،
and do not prevent him from (securing) his requirements.
وَلاَ تَبِيعُنَّ لِلنَّاسِ فِي الْخَرَاجِ كِسْوَةَ شِتَاء
For the collection of tax (kharaj) from the people do not sell their winter
وَلاَ صَيْف،
or summer clothes,
وَلاَ دَابَّةً يَعْتَمِلُونَ عَلَيْهَا،
nor cattle with which they work,
وَلاَ عَبداً،
nor slaves.
وَلاَ تَضْرِبُنَّ أَحَداً سَوْطاً لِمَكَانِ دِرْهَم،
Do not whip anyone for the sake of one Dirham.
وَلاَ تَمَسُّنَّ مَالَ أَحَد مِنَ النَّاسِ،
Do not touch the property of any person
مُصَلٍّ وَلاَ مُعَاهَد،
whether he be one who prays (a Muslim) or a protected unbeliever,
إِلاَّ أَنْ تَجِدُوا فرَساً أَوْ سِلاَحاً يُعْدى بِهِ عَلَى أَهْلِ الاْسْلاَمِ،
unless you find a horse or weapons used for attack against Muslims,
فَإِنَّهُ لاَ يَنْبَغِي لِلْمُسْلِمِ أَنْ يَدَعَ ذلِكَ فِي أَيْدِي أَعْدَاءِ الاْسْلاَم،
because it is not proper for the Muslims to leave these things in the hands of the enemies of Islam
فَيَكُونَ شَوْكَةً عَلَيْهِ.
to enable them to have power over Islam.
وَلاَ تَدَّخِرُوا أَنْفُسَكُمْ نَصِيحَةً،
Do not deny good counsel to yourself,
وَلاَ الْجُنْدَ حُسْنَ سِيرَة،
good behaviour to the army,
وَلاَ الرَّعِيَّةَ مَعُونَةً،
succour to the subjects
وَلاَ دِينَ اللهِ قُوَّةً،
and strength to the religion of Allah.
وَأَبْلُوا فِي سَبيلِ اللهِ مَا اسْتَوْجَبَ عَلَيْكُمْ،
Strive in the way of Allah as is obligatory on you,
فَإِنَّ اللهَ سُبْحَانَهُ قَدِ اصْطَنَعَ عِنْدَنَا وَعِنْدَكُمْ أَنْ نَشْكُرَهُ بِجُهْدِنَا،
because Allah the Glorified, desires us and you to be thankful to Him as best as we can
وَأَنْ نَنْصُرَهُ بِمَا بَلَغَتْ قُوَّتُنَا،
and that we should help Him to the best of our power.
وَلاَ قُوَّةَ إِلاَّ بِاللهِ.
And there is no power save with Allah, the All-high, the All- glorious.
