وَقَالَ (عليه السلام):
Amir al-mu'minin, peace be upon him, said:
أَوْلَى النَّاسِ بِالْعَفْوِ
The most capable of pardoning is
أَقْدَرُهُمْ عَلَى الْعُقُوبَةِ
he who is the most powerful to punish.
